In America, the practice was introduced in the 17th century when colonists used it to fund a variety of projects, including the construction of buildings at Harvard and Yale. It was also used as a way to collect “voluntary” taxes and even helped finance the American Revolution.

Today, state governments rely heavily on lotteries for revenue. Despite the fact that they are not popular with many voters, politicians see them as an easy source of revenue because people voluntarily spend their own money instead of paying taxes. In addition, state governments impose minimal regulations and are not subject to the same pressures as local governments.
